This study deals with future reform in foreign language education in Japan in light of the Common European Framework of Reference for Languages (henceforth CEF) in the European Union (EU) and the 7th National Curriculum in the Republic of Korea (South Korea). First, this study takes an overview of language education policies and new curricula in the EU that represent a common framework of references for languages with respect to communicative competence, teaching, learning, and assessment in different cultural and political contexts. Plurilingualism and action-oriented approach are the keys in CEF, helping to promote linguistic and cultural diversification to the people in the EU. Second, this study takes a look at language education policies and new curriculum in South Korea. They have been implemented under the 7th National Curriculum since 1997. For example, some new curricula, such as National Common Basic Curriculum, and Selective Curriculum for Senior High School have been adopted in the Curriculum, and they promote foreign language education in South Korea. Indeed, there are some crucial findings in different cultural and political contexts in the EU and South Korea with respect to foreign language education. They stand as important references to Japan for future curriculum reform. Foreign language education policy in Japan has not kept up with current research and international trends in second language teaching and learning. Some new curricula and issues are discussed later on in this study. And they are discussed from the standpoint of students, not based on conformity but on diversity in foreign language education.
