Description

The main purpose of this paper is to analyze how " claim-making activities" are developed in the social movement concerning community developments. Kiire Oil Stockpile Site in Kagoshima prefecture began operation in 1969. Over the introduction of this site, the movement for the development and the one against the development are found to have social problem processes unique to this case: (a) Recurrent counterclaims, (b) Unique social contexts which make “claim-making activities “ come into being, (c) Transition from the movement for the development to the one against the development without any discussions. We tried to modify the existing social problem model based on the processes of (a), (b) and (c) listed above.
