Abstract

There are 199 present member countries of IJF and it has come to organize numbers of International tournaments such as Olympic Games and World Judo Championships all over the world. \nIt is obvious that judo as a sport has achieved development. However, it is pointed out that the original spirit of judo has been forgotten and this has changed the fighting style of judo. There should be no point in development of judo if there were no characteristics and persistent ideas about budo. \nAgainst this background, IJF implemented drastic reformation by introducing World Ranking System and Olympic Qualification System, and changing IJF Referee Rules from the viewpoint of: 1) increase of contestant population 2) enhancement to teaching system of judo 3) advancement of the status of judo 4) increase in revenue 5) improvement of the image of judo 6) modernization of the organization of judo Eventually these strategic ideas of IJF have started to lead the present style of judo back to the original style of “traditional judo.” \nIt is Japanese part that should conserve the original ideas and essence of judo by having wide visions and flexible manners, in the same way as IJF. It would be necessary for Japanese part not only to give advice to IJF, but to join its reformation.
