After the system change in 1989/90 ethnicity problems, which had been contained so far, erupted in South Eastern Europe (Balkans). The former Yugoslavia has disintegrated in 1991, resulting in creation of new small countries and subsequent fierce ethnicity conflicts. The Stabilization and Association process (Sap), initiated by the EU in 1999, shows the prospect of the EU accession and contributes to regional cooperation and integration of the South Eastern Europe, especially Western Balkans. Indeed cooperation among countries in the Western Balkans is in its initial stage, but we can find some progress in negotiations on bilateral free trade agreements, cooperation in the areas of energy and infrastructure, etc.
