社会福祉行政のこれから : 〈社会保険〉化と行政空間の変容

この論文の目的は、わが国の社会福祉行政はどのように変容していくのか、今後の予測とあるべき姿についての展望を示すことである。社会福祉行政とは、狭義にはわが国の社会保障制度４領域（社会保険、公的扶助、社会福祉、公衆衛生）の一つの分野における行政システムのことを指しており、通常はそれに公的扶助行政を加えたものである。社会福祉行政の変容に関する今後の大きな潮流は次の二つに集約されるだろう。一つは、社会福祉が〈社会保険〉化する制度変更であり、もう一つは行政空間の変容である。社会福祉の〈社会保険〉化は、社会福祉基礎構造改革によって確立したサービス供給体制の利用契約化にはじまる状況である。こうした変化は、社会福祉と社会保険が住み分けられてきた戦後の社会保障システムを根本から問い直すことになるだろう。行政空間の変容は、様々な社会福祉行政の領域における空間の構成法の変化である。まずは我が国における地方分権改革の延長にある市町村合併が作り出した新しい空間に注目し、今後社会福祉行政に及ぼされる影響について考察する。さらに、グローバリゼーションに対応した国民国家を超えた行政体制の構築や、行政と民間の連携をいっそう推し進めるガヴァナンスの主流化などのテーマも取り上げる。最後に、以上の変化を概観した上で社会福祉行政の今後の展望を総括し、問題点をいくつか提起することで締めくくりとしたい。

This paper aims to survey the future of the social welfare administration in Japan and consider what they should be. In narrow sense, the social welfare administration in Japan is the system which is a branch of the social security system that consists of four domains (social insurance, public assistance, social welfare, public health). As‘ social welfare’ has been unifi ed with‘ public assistance’, we should think that ‘social welfare’ includes‘ public assistance’. The next big currents about the change of social welfare administration will be summed up by the following two. One is the system change in which ‘social welfare’ will <social insurance-ized>, and another is the changes of administration space. <Social insurance-ization> of social welfare is the situation which starts with contract-ization of the welfare service supply systems established by Japanese Basic Structural Reform of Social Welfare. Such a change will question again the postwar social security system in Japan by which social welfare and socialinsurance have been segregated.　The change of administration space is the changes of the constructions of the spaces in various social　welfare administrations. Paying attention to the new spaces which the Municipal mergers as part of decentralization of governmental power have created, we’ll consider the near-future infl uence on social welfare administration. After that, we’ll examine the construction of administration system beyond the nation-states keeping up with globalization, and the mainstreaming of ‘governance’ to promote the partnerships of administrations and regional communities. As a conclusion, I would like to summarize the prospects of the future social welfare administration in Japan, and discuss some problems.
