この論文の目的は、公共管理（PA: public administration）、新公共経営（NPM: New Public Management）、新公共ガバナンス（NPG: New Public Governance）へと移っていく行政学や行政実践のパラダイムの展開が、社会福祉行政の分野ではどのように反映してきたかを考察することである。そのために、まずは、行政学一般や行政実践一般のパラダイム転換について考察することにする。その後、こうした行政学・行政実践一般のパラダイム展開を、社会福祉行政という特定分野のパラダイム展開に当てはめ、個別分野としてどのような影響を受け、どのようにその様態を変容させていったかを考察する。それぞれのパラダイムの長所と短所を適宜考察することで、今後の社会福祉行政のあり方を考える際に注目すべき論点を探っていきたい。NPM では行政の効率性や消費者の選択権の確保が追求されたが、参加や公正といった行政において重視されるべき価値については見落とされていた。NPG はこうした価値に再び向き合おうとするものである。

The purpose of this paper is to consider how the development of public administration studies and administrative practices paradigms have been reflected in the area of social welfare administration, which will move on to public administration (PA), New Public Management (NPM), and New Public Governance(NPG).First, we discuss the paradigm shifts of general administrative practices and general public administration studies. Then we apply these shifts to paradigm shifts of specific areas of social welfare administration, and consider what effect as a separate field, social welfare administration has been received and how it has been transformed.With due consideration of the advantages and disadvantages of each paradigm, I would like to explore what issues should be noted when considering the future state of social welfare administration. The right of consumers’ choices and efficiency of public administration were pursued in NPM, but the values of justice and participation was overlooked, which is pivotal in the public administration. These values will be given attention to in NPG.
