本研究では、障害者のライフステージの中で、乳幼児期に焦点をあてて、子どもと親に向けての、より有効な支援ネットワークの構成要件を解明し、地域特性にあったモデルを作成することをめざしている。本稿には、その研究目的をもってすすめてきた障害幼児の施設調査、６つの県、政令都市等における保育施設調査、市区町村障害幼児関係施策の実態調査結果をまとめる。障害幼児の施設調査からは、地域の保育施設との連携が限定的にならざるを得ない状況が把握できた。 保育施設調査からは、回答を得た約1000 か所の保育施設に在園する障害児、発達の気になる子どもの実態が把握されると共に、障害児施設との並行通園における連携、巡回相談、障害児関係機関との連携状況、地域差がわかった。同じ地域の基礎自治体調査からは、障害児福祉と他機関の連携がよくはかられている地域において、制度的な課題もあることがわかった。紙幅の関係上、自由記述の質的分析、基礎自治体レベルの比較、ネットワークにおける親の会の位置づけを含めた全体の考察は、次の号でまとめる。

The purposes of this study are to focus on the infant stage of people with disabilities throughout their life stages in order to clarify requirements for creating a more eff ective support network for children and parents and create a model suitable for the regional characteristics. This paper provides a summary of the results of the following series of surveys carried out for the above purposes of the study: a survey on the facilities for infants with disabilities, a survey on the day care facilities in six prefectures, ordinance-designated cities, etc., and a survey on the actual status of local government measures related to handicapped infants. The survey on the day care facilities for infants with disabilities revealed the circumstances that impose a limitation on the cooperation with the day care facilities in the region. The day care facility survey clarified the conditions of the infants with disabilities and infants with a development problem who go to about 1,000 day care facilities that responded to the questionnaire survey, as well as the regional diff erences in the cooperation between the facilities for infants with disabilities and the day care facilities in terms of parallel attendance, and in the cooperation with the circuit consultation and the agencies related to children with disabilities. The basic local government survey in the same regions revealed that there are institutional problems in regions, where cooperation between the welfare of children with disabilities and the related agencies works well. Due to space constraints, a summary of the overall considerations, including a qualitative analysis of free descriptions, a comparison of basic local government levels, and the positioning of the association of parents in the network will be provided in the bulletin in the next year.
