定期旅客輸送の事故率は世界的にみてすでにかなりよい水準になっている.しかしながら航空輸送は世界的に急速に増加するであろうから,今日われわれが航空安全についてもっと改善をしないならば,近い将来にもっと多くの死亡事故数がふえることになるであろう.本論は第1部を除いて,一般航空を別として主として定期旅客輸送の安全に力点をおいたものである.第1部は航空安全のための基礎的手段を述べているが,筆者は同時に倫理的観点からも考察しなければならないことを強調している.第2部は航空安全の現状とその技術的倫理的および経済的背景について説明するとともに,"空の恐怖"が重要問題であることを述べている.第3部では安全管理および機械よりも人間のひき起す過誤など安全向上のための政策的な問題をとり上げている.

This paper is emphatic about the airline safety. The world accident rate of airline operation has already reacked a good level. The rapid increase of world-wide air traffic is, however, likely expected. This means that, if no better improvement for air safety is done today, the numbers of fatal air accidents will become greater in near future. The first section will develop the fundamental technical approach for air safety and the writer also will stress it must be solved from the moral point of view. The second section will explain the current level of airline safety, and its technical, moral, and economical background, and also will refer to that the fear of flying is an important problem. The third section will treat some important questions of policy to improve airline safety, especially those of safety management and problems created by man rather than the machine.
