This article deals with UNIFIL's two approaches to implement the mandate, which are totally different from each other in the characteristics. One is the “soft approach”, which is humanitarian assistance to local people by peacekeeping personnel (soldiers and officers) of UNIFIL. Humanitarian assistance is not the core task for UN peacekeeping operations, although it is said to provide “hearts and minds” to the locals. In terms of humanitarian assistance in UNIFIL, it has been a traditional task. It seems that more intractable UN peacekeeping operations are, more invaluably the peacekeepers consider humanitarian assistance in the operations. The other approach is the new one and the “hard approach”, which is the special and robust units from the developed countries, especially, the European contributing states. UNIFIL is a rare exception among the peacekeeping missions for a number of reasons. One of them is the deployment from the contingents from European nations which have deployed in UNIFIL with some heavy armaments and advanced military equipment. This article focuses on the dual approaches, the soft- and hard approaches of UNIFIL in south Lebanon and argues if it is effective.
