抄録

Japanese government have ever declared; as the socioeconomic system of Japan is capitalism and natural disaster is our destiny, the government can not support restoration of individual assets which have been destroied by disaster, and can not allow victimes of natural disaster living expenses. But this government assertion is gradually being overthrown by theory as well as by prctice. In this paper, we investigate into the developping process and problems of individual relief system from natural disaster in Japan. We would find finally prospective scheme of the system.
