The purpose of this study was to analyze, via official data and released videos, the attack and defense tactics used by the strong teams and those used by Japanʼs team during the 18th FINA World Championships, which was played under new rules. 　Total shots and goals increased, and games became more aggressive. Shots and goals from direct free throws decreased because the shot range was extended from 5 to 6 m, but shots and goals during extra-man situations increased because the attack time was shortened in the case of defense player exclusion. 　The following are regarded as the causes for the Japanese team being defeated by the strong teams: shot success rate was low, even though the Japanese team had many extra-man situations, and the team committed many turnovers on offense.
