静岡文化芸術大学の教員特別研究費を得て、2018年度に「浜松市のNPO団体の自己資金と行政資金の関係性の調査」を実施した。本調査では、2006年から2014年までの公開されている9年間の浜松市のNPO法人235団体の財務諸表に関する情報を取得し、それらの収入状況をデータベース化して分類し、NPO法人の自己資金と行政資金の関係、事業収入、特に自己事業収入がNPO法人に与える影響を、ヒヤリング調査を行って、自己資金や自己事業収入の割合が高い組織の運営状況などの調査する予定であった。新型コロナ等の影響で、NPO法人への詳細なヒヤリングを実施できず、研究は停止状況にある。したがって、データベースの情報が古くなる前に、分析結果だけでも公表しておく必要を感じ、本報告としてまとめた。

The author conducted a study entitled “The research on relationship between NPOs’ own and governmental financial resources in Hamamatsu” in 2018. It was funded by the grant of Shizuoka University of Art and Culture. Based on 235 NPOs’ financial documents dating from 2006 to 2014, it yielded a database of the NPO’s financial resources, a primary categorization of NPOs, and their analysis. The original plan was to interview a group of NPOs with a high ratio of own financial resources and income earning projects, but due to COVID-19 infection, such interviews were interrupted and it is still not clear when the research resumes. Thus the author decided to disclose the analytical results in this report before the information in the database becomes outdated.
