TIMSSおよびPISAの国際的調査をきっかけに,ドイツにおいては,様々な学力向上政策が実施されている。そのなかで,本論文ではSINUSプログラムに着目した。SINUSとは,“Steigerung der Effizienz des mathematischnaturwissenschaftlichenUnterrichts=数学・理科授業の効率向上"の頭字語である。1998年に開始したSINUS,そして2003年にSINUSを拡大したプログラムであるSINUS- Transferは中等教育段階を対象にしたものである。その後,SINUS- Transfer GrundschuleおよびSINUS an Grundschulenとして,初等教育段階を対象にしたプログラムが開発された。本論文においては,SINUS an Grundschulenを対象とし,学力向上政策のあり方について考察した。モジュールという形式でプログラムが提供されていることにより,トップダウンとボトムアップの両者を結びつけるプログラム開発になっていると結論づけた。
In Germany,various policies have been introduced to improve academic ability in reaction to the results of internationalresearches by TIMSS and PISA.In these policies,this paper focuses on SINUS-Program.SINUS is aninitial of“Steigerung der Effizienz des mathematisch- naturwissenschaftlichen Unterrichts= Improvement in theefficiency of lessons in mathematics and science".SINUS started in 1998,and it expanded into SINUS-Transfer in2003.Both of them are intended for secondary education.After that,such programs as SINUS-Transfer Grundschuleand SINUS an Grundschulen,were developed for elementary education.This paper considers the policy toimprove academic ability by studying SINUS an Grundschulen.In conclusion,this program is developed withboth top-down strategy and bottom-up strategy by providing the program with a form of module.
