Abstract

This paper deals with to be making the Triangular Relationships of Self-Government by Citizens participation. Especially this paper focuses the Mutual Relationships between Citizens, Local Government and Town Council members in Hokkaido Niseko Town. Because it is to generalize that the citizens and the chief of local government collaborate through the citizens participation in contemporary Japan. But it is rare case that the citizens and town council members collaborate mutually. This paper analyses that the citizens and the town council members are beginning to collaborate mutually in Hokkaido Niseko Town.
