During the cold war, the Republic of Korea (South Korea, ROK) and Democratic People’s Republic of Korea (North Korea, DPRK) held a series of diplomatic competitions to substantiate the legitimacy of their governance to the wider world-among which the competition of being a member of the United Nations stands out as an epitome. Because South and North Korea completely opposed policy according to the way about how to join into the United Nations. The competition grew into an ordeal lasting for 43 years since the founding of South Korea and North Korea in 1948. In the year of 1991, the competition came to an end when DPRK accepted both South and North Korea as its members, culminating in the decision of “Two Nations, Two Seats” instead of the way by “Federal Democratic Republic of Goryeo.” Concurrently, a week before the North Korea’s declaration, the third diplomatic normalization talk between Japan and North Korea was held in Beijing. In this summit meeting, Japan designed an agenda to urge North Korea to accept both South and North Korea into the United Nations. Through this agenda Japan pressured North Korea to accomplish the goal of switching its policy to the United Nations. Based on the latest diplomatic archives of South Korea and Japan, this paper tries to explain the change of the Japanese government’s foreign policy to improve the relation with North Korea in the post-cold war. Through focusing on the third Normalization talks between Japan and North Korea, this paper aims at recapitulating the role of Japan in the simultaneous entry of South and North Korea to the United Nations.
