Japanese school lunch program have been faced with the two inconsistent and contradicted government reform policies for this decade. One direction is the reformation request in 1985 which ask for the merger of small school lunch centres, adoption of the part-time staff system, and install maximum privatisation in every aspects of the school lunch operations. Another direction is the idealistic promotional request in 2005 which ask for the Food and Nutrition Education in school lunch program. But how to promote Food and Nutrition Education in the midst of hash school lunch restructuring policy? We focused on one successful case in Tsuruoka city school lunch program which have got through the town and villages merger experience in 2005, but is very famous now at high standing and active involvement on Food and Nutrition Education on school lunch program. We have conducted intensive interview research on the central figures. The key factors are the whole town challange experience of Fujisima town to establish ideal Food and nutrition education before 2005, and the sharing efforts of these forerunner’s experience in neo-big-Tsuruoka-city local government after 2005.
