In this paper, I discuss the possibilities and issues with strengthening of the partnership between the IWAMIZAWA Agricultural Cooperative, a large-scale consolidated cooperative, and its members. This cooperative formerly provided advice, and collected and sold products in one section for each sector, but it was drastically functionally restructured into four groups. The affairs of the advisory service sector became more efficient by taking over the rural agricultural promotion activities. Agricultural advisers were deployed in the advisory service sector, and a new system was established to visit the cooperative.s members periodically. This system allowed the members. ideas and opinions to be directly reflected in the cooperative business and the rural agricultural promotion plan. However, it is clear that developing human resources of advisers is a critical issue for the new system.
