In the first half of Article 14 Paragraph I of the Japanese Constitution, it is solemnly declared that all people are equal under the law and that there shall be no discrimination in political, economic or social relations because of race, creed, sex, social status or family origin. Therefore the Constitution explicitely prohibits all forms of discrimination based on social status, including discrimination against Buraku people. Although it was originally sopposed to embody the objective of Article 14 in the legislation, this long-held vision has yet to become reality. There are concerned about the persisting de jure and de facto discrimination against minolity groups, and inparticular against the Buraku communities, the indigenous Ainu people, and peopie Korean descent. However, recent human rights policies are beginning to show some signs of change: 1) Government's Dowa policy 2) Human rights education and public awareness-raising 3) Creation of a system to rehabilitate and redress the injuries suffered by victims.
