Eiichi Okamoto proposed the new view that Shigeo Okamura's community-based welfare theory ended without a thorough exploration; it was supposed to be led by the "regional community relationships" principle, just like his social welfare theory was led by the "social relationships" principle. I think that the principle of social relationships is carried through the community-based welfare theory of Shigeo Okamura as well.
