The Major objective of this paper is to shed some light on Studies and the Mechanism that generates a set of War-Contingency Legislation. First, It's Current Development in Studies. Second, It's Realities. Critics believe the Legislation could lead to excessive restrictions on Local Government and People's Rights in Emergencies. There are a lot of provisions in that bill don't make sense. Recently, the Outline of the Citizen Protection Bill is intended to supplement the Legislation.
