In China, the migration of labor population has been restricted by the planned economic system. Urbanization has increased the number of people moving from inland to coastal areas. As a result, the industrial structure has shifted from primary to secondary and tertiary industries. We explore how the industrial structure changes with economic growth using panel data at the 31 local governments in China. As a result, Firstly Real GDP growth rate per capita is positively and significantly correlated with industrialization. On the other hand, Real GDP growth rate per capita of coastal areas is negatively and significantly correlated with industrialization. Therefore, Coastal-centered economic growth is damaging industrialization in each region. Secondly, the amount of real capital formation in the coastal area is positively and significantly correlated with industrialization as expected. So it may be better for China’s industrialization to limit infrastructure development to the coastal area only. In short, Inland areas to increase productivity per capita for labor should focus mainly on education investment. Thirdly, each year dummy is negatively and significantly correlated with industrialization since 2008. Locally-led economic policies have been implemented since 2008 in China’s national strategies. For the reason, I think that the fiscal adjustment with redistribution effect between regions promotes China’s industrialization.
