発達障害の特性は，乳幼児期から養育者にとって「育てにくさ」と感じられることが多いことから，本人の特性に応じた発達支援のみではなく，子どもの養育を担う家族支援を早期から同時に行うことが重要である。2004年に制定された発達障害者支援法により，発達障害者への支援と同時にその家族支援や関係者の支援についても制度や体制の整備が進められてきたが，発達障害児の家族支援について自治体を対象として行われた調査では，家族支援に「地域や自治体による支援格差」があることや「家族支援に関する専門人材が不足している」ことなどが明らかとなった。その課題の解決には，既存のプログラムの活用に加えて，すでに地域に存在する人的資源の「強み」を活かしたプログラムの開発・実践が必要である。また，発達障害児の家族支援に関する先行研究からは，家族が抱える心理的な支援のニーズは，子育てにおける不安感や孤独感，自責の念といった「つらさ」が和らぎ，子どもと関わる楽しさや，親としての自信に支えられる「喜び」を味わうことができる支援にあることが示唆された。これらを踏まえ，家族が抱える心理的な支援のニーズを満たすためには，親自身が「学べる場」と「支えられる場」の存在が必要であることや，今後の展望として「地域の機能化」，「当事者の力を活かした支援プログラムの開発と実践」，「家族支援を通じた当事者と地域のエンパワメント」という3 つの視点に立つ支援が必要であることが考察された。このような支援に社会全体で取り組むことは，発達障害者とその家族にとっての「社会的障壁」の改善へとつながると言え，このことは，発達障害者支援法の理念に定められた国民全体の責務であると言えるであろう。Since parents of children with the characteristics of developmental disabilities perceive the difficulty of raising them from an early age, it is important to provide not only developmental support according to the characteristics of the child but also family support from an early stage in the child's life. A law to support people with developmental disabilities was enacted in 2004 and it has facilitated support to the people, their families and those concerned through the establishment of ordinances and regulations and the development of support facilities and organizations. However, a survey of municipalities about the support revealed problems, such as disparities in the amount of support depending on the region and municipality and a lack of specialized personnel in the field. To solve these problems, in addition to utilizing existing programs, ones that take advantage of the strengths of the human resources that already exist in the community need to be developed and implemented. Other previous research on family support for children with developmental disabilities suggests that families need psychological support to help ease the hardships of the anxiety, loneliness and remorse of parenting as well as to allow them to experience the joy of being involved with their children and the pleasure of having confidence as parents. Based on this previous research, we discuss that to meet the needs of families, it is necessary to make a place where they can learn from and support each other from three perspectives: functionalization of the community, development and practice of support programs utilizing peer power and empowerment of the individual and the community through family support. Only the commitment of society as a whole to such support will lead to the removal of social barriers for people with developmental disabilities and their families as was stipulated in the principles of the support law.
