The changes in road traffic accident situations that involved children in Japan in general and Osaka in particular between 2003 and 2021 were analyzed using various statistics to determine the key elements of road safety education. The number of road traffic accident causalities among children had reduced by approximately one third during this period under study. During this period, a high percentage of accidents involving children were caused by accident situations involving the following: 1) elementary school child pedestrians and preschool child pedestrians, 2) elementary and junior high school students riding bicycles, 3) collisions between vehicles and bicycles ridden by children at non-signalized intersections, and 4) sudden road crossing by child pedestrians. However, two accident scenarios changed during the period under study, namely 1) the distance between the accident site and child's home increased, and 2) the percentage of law violations by children that led to road traffic accidents decreased. Although the number of accidents per capita of each administrative districts in Japan has decreased, only a slight change has occurred in the ranking of the number of accidents per capita of each administrative district.
