The purpose of this study is to analyze the record management in social services in the prewar period, one of the historical stages of social welfare in Japan, concerning “The KOBOKAN Settlement Records” kept at KOBOKAN. KOBOKAN is a social welfare corporation founded in 1919 that operates a nursery school and community center in Kyojima, Sumida-ku, Tokyo. “The KOBOKAN Settlement Records” the subject of this study, contain many documents from the prewar period. These include records of the board of directors’ meetings, case records, and official documents from local governments, which are valuable materials for understanding record management in social service organizations in the prewar period. This study examines the impact on record management of social services in terms of the process of formation of social services, the entities that conducted social services, and the laws related to social services. To conduct a structural analysis of “The KOBOKAN Settlement Records”, the organization of the KOBOKAN and the provenance and history of the materials were investigated. Based on the above results, we examined the factors that influenced record management in social service organizations in the prewar period. Through this study, we can point to the process of increased government control over social work organizations and the introduction of records of the aid process as factors that influenced records management in social work in the prewar period. These influences may have affected the structure of archives in the social welfare field.
