This paper examines the significance of quality Early Childhood Education and Care (ECEC) for children under the age of 3 (children U3) in developing countries. First, although comprehensive support such as ECEC is important during the first three years of life, when both physical and cognitive development is rapid and particularly vulnerable to the surrounding environment, quality ECEC for U3 children with characteristics such as "warm/responsive interactions" is largely lacking in developing countries. Second, the long-term effects of quality ECEC on children's future learning, living, and well-being are particularly strong for children from disadvantaged backgrounds, as in many developing countries, and these effects contribute to improving the challenges faced by the majority of developing countries. Third, high-quality ECEC for U3 children also has a support function for parents, helping to promote employment, increase income, and improve parenting skills. Given these facts, it is highly significant to promote quality ECEC services for children U3 in developing countries. Since developing countries are expected to continue to experience high population growth rates and increases in the number of children, the demand for quality ECEC for children U3 in these countries will be even higher and greater in the future, and governments and aid agencies will need to support it not only in quantity but also in quality.
