Abstract

This paper contributes to research aimed at developing a pre-foster care exchange program that facilitates specialization-based foster care entrustment. Currently, there is a lack of practical reports and studies in the foster care systems of Japan regarding programs that provide opportunities for interaction before placing children in foster care. As a result, supporters reply on personal experiences and knowledge, which necessitates improvement. The transition to foster care significantly impacts a child’s life and places a heavy responsibility on supporters. This study, therefore, aims to explore the positioning of a pre-foster care exchange program within the foster care system. The study’s results presented the following key points: 1. The program’s position varies among the individuals involved. 2. This results in challenges in fostering cooperation between supporters and foster parents, thus placing an excessive psychological burden on foster parents. 3. If pre-foster care exchange are properly implemented, it will be possible to ensure the protection of children’s rights.
