アフガニスタンにおけるタリバン支配体制誕生の理由 背後に文化パシュトゥーンワーリーがあるのか

アフガニスタンから 2021 年 8 月欧米の軍が撤退し、タリバン暫定政権が始まった。2 年以上経過したがタリバンは如何なる統治を実施しているのか。「女性差別」が叫ばれ、国際社会からは認められず、国内は貧困に苛まれているが、統治に関する公平かつ正確な情報入手は困難であり、分析は難しい。暫定政権がいつまで暫定なのかも依然はっきりしない。そこで 1994 年に「突如」姿を現したタリバンの台頭さらに思想の根源らしきものを新たな視点から考察したい。これまでの分析を確認した上で、一時的にせよタリバンに住民 たちから称賛が集まった理由を、文化人類学的な視点から分析を試み、そこから視野を広げて新たな方向性から現タリバン支配を再考する。

In August 2021, Western-led forces withdrew from Afghanistan, and the Taliban took over as the interim government. It is difficult to gain the fair and accurate data to report and analyze the governance in the country, where discrimination against women has been voiced, the international community does not recognize the Taliban’s rule, and the country is still suffering from poverty. It remains unclear how long the interim government will remain in power. This paper would like to analyze the rise of the Taliban, which “suddenly” appeared in 1994, and what seems to be the root of its ideology from a new perspective. Therefore, this paper will reconfirm the movements that have been studied, analyze the reasons why the Taliban was admired, even if temporarily, by the local population, incorporating a cultural anthropological perspective, and from there broaden the perspective to reconsider the current Taliban rule from a new direction.
