English activities in public elementary schools in Japan have been introduced nationwide. A report by the Ministry of Education, Culture, Sports, Science and Technology showed that, by 2006, 20,803 elementary schools had implemented English activities in some way, either as part of a "period for Integrated Study" or in other classes. The report also showed that 93.6% of all elementary schools in Japan were engaged in some sort of English activity in the classroom. Therefore, it is important for the Department of English Education to take into account the fact that almost all junior high school students have already experienced English activities in public elementary schools. The Department established a curriculum to educate elementary school teachers whose major is English Education. In order to determine whether the curriculum is adequate, the Department has supported English activities at Kitateshima Elementary School. Through this two-year support program, it was shown that certain improvements are necessary; the Department of English Education must take these into account and reform the curriculum.
