Description

In this paper, we examined the concept of “cost sharing” of construction and maintenance costs for municipal waste incineration facility in the case of six cities and towns in the southern district of Fukuoka Prefecture (Okawa City, Oki Town, Chikugo City, Yame City, Hirokawa Town, Ukiha City), and found the following three points. First, we estimated the share of the burden for construction of a waste incineration facility using the concepts of “equal sharing,” “population-based sharing,” “wastevolume-based sharing,” and“ combination of the above sharing methods,” and found that there are problems with other methods than“ waste volume based sharing.” Second, we can correct the sense of unfairness by using“ waste-volume-based sharing” for the burden for maintenance of a waste incineration facility and prorating it according to the transportation distance. We can also expect to reduce waste by investing in environmental education. Furthermore, if the disposal capacity of waste incineration facility can be improved by reducing the amount of waste by residents, the management of waste incineration facility can be greatly improved by accepting waste from other municipalities or industrial waste.
