The aims of this paper are to reveal how credit unions were brought in and spread in America, and to examine the labor market, society and environment in which credit unions existed until the enactment of the Federal Credit Union Act in 1934. In this study, I propose that the countrywide spread of the credit unions was enabled not only by the federal act, but also by the common intentions of leaders of the credit union movement and employers in the chaotic labor market.
