In 2014, several interviews were conducted with leaders of a grassroots social movement in the Kotobuki area of Naka-ku, Yokohama. Kotobuki is one of the largest skid rows in Japan. This paper reports the results of an interview with Ms. and Mr. Haraki, who have been running sheltered workshops for the parents of children in the area for more than 20 years. Ms Haraki first encountered some children in Kotobuki during her schooldays at the beginning of the 1970s. At first her efforts to reform these children, who often displayed social and behavioral problems, were unsuccessful. However, at the end of the 1980s, she began to work with Mr. Haraki, who runs a biblereading class in the area, and the children began to accept her because she made it clear that, like them, she felt abandoned by her parents. She realized from this point that the basis of the children's problems is often their parents, who frequently abuse alcohol or suffer from mental or physical disabilities. Ms. and Mr. Haraki therefore opened a sheltered workshop for the parents in order to support both the children and their families. They take care of the parents in order to help the children live easier lives. Ms. Haraki points out that the basis of her working philosophy now is to accept the children as they are, rather than to try and reform them.
