This article reviewed the social responses taken by the various disaster management agencies after the Nortliridge earthquake of January 17, 1994.Joint activities taken at the Joint Disaster FieldOffice of Federal Emergency Management Agency and the Office of Emergency Services, State of California were intensively analyzed in terms of the interorganizational coordination structure and the operations initiated.The establishment of the new reality created by the earthquake for both disaster victims and disaster workers was facilitated by means of comprehensive public information dissenilnation.It is also discussed the importance of establishing disaster aid interface which connects victims with disaster workers through Shelters managers, Disaster Application Centers personnel, Door‐to‐door help volunteers, and mass media.It was stressed that the necessity of increasing preparedness for disaster responses in addition to maintaining good mitigation efforts is indispensable step for the better disaster reduction systems in Japan.
