最近、国が行っている道路整備事業のPI(パブリックインボルブメント)プロセスが注目を集めている。これは、PIによる住民関与を進めることで、事業の正当性を調達しようとするものである。アメリカではPIと住民参加は同義語として扱われ、PIの熟度を高めているが、わが国では、都市計画法による手続きに入る前の事業構想段階から住民が関わる手法をとくにPIとして位置付けており、都市計画での住民参加プロセスの一つとして位置付けられている。そして、PIはまだ試行段階である。本稿では、このPIや都市計画による住民参加の熟度を熟議民主主義の視点から分析する。アーンスティンの「住民参加のはしご」は、住民参加の成熟度を8段階に区分して説明しており、住民参加の熟度を図るうえで参考になる。……

Now, plans for road construction with public involvement gain public attention. It's purpose is to obtaining the justification. Dahl proposes the doctrine of procedural democracy that is best for all associations. On the other hand, Sunstein and others agree the idea that deliberative democracy rests on argumentation, and takes place friendly in a doctrine of democracy depended on the constitution. But, there are problems that a group polarization poses the danger, and the up-front cost of citizen participation is not to be cheap. The Eight Rungs on a Ladder of Citizen Participation which Arnstein analyzed citizen participation may be helpful to know the degree of deliberative argument. The Ministry of Land, Infrastructure and Transport (MLIT) has treated public involvement on urban planning processes, but they are not effective for the side of the civilizing forces and discussions between public. So, these are degrees of the 2nd or the 3d on the ladder. In fact, when we consider the proposals of urban planning, treatment of public opinion at public hearing and arrangement of public hearing venue, we should be recognized the low degree of citizen participation. ......
