Abstract

1 はじめに : 日本の伝統工芸品産地は、縮小・衰退化の方向を辿っている。日用消耗品が多い伝統工芸品産品では、コスト削減による競争力だけでは労働力の安い新興国やロボットなどによる高生産性の大企業工場製品などには太刀打ちが出来ない状況である。地場産業が集積している地場産業集積も同様の状況にあり、従来の産業集積が存立基盤としていた社会的分業や独特な原材料・技術がなくなりつつある。そして、存立基盤が脆弱になることにより、結果として、集積の構成員が減少・移転することにより取引コスト等の外部経済効果がなくなりつつある。伝統工芸品産地は、中小企業を中心とした地場産業集積の一つである。だが、伝統工芸品産地の産業集積としての特徴に関する研究蓄積は少ない。……

This study aims to clarify the issues with and characteristics of industrial agglomerations in which traditional arts and crafts are produced. This research is conducted from the viewpoint of local systematic factors, including production structure, market structure, and the circumstances under which the techniques in question were acquired or developed. We use the production of ceramics in Onta (Onta-pottery) as an example of such a cluster. Using both a factual study of the production of Onta- pottery and a comparison with the production of Tanba- pottery, it was shown that the area that produces Onta- pottery has certain characteristics, including a method of manufacture rooted in tradition and a productive philosophy organized around the fundamentals of craftsmanship. Issues facing these areas of production include the decline of auxiliary industries, as well as an increase in operations other than production within the areas themselves. Information acquired in this study indicates the following: past efforts to increase the efficiency of labor have improved the image of these production areas; there are both advantages and disadvantages associated with contracting some production roles to locations outside the production areas; and the circumstances or history of how techniques of craftsmanship were originally acquired affects the characteristics of these industrial agglomerations.
