We have to now construct a new paradigm of Japanese local politics suitable for the decentralizing society. In this case, one of the fundamental viewpoints is to research the ways existing municipality so called the jigyo kancho(policy-enforcement body) under highly centralized our systems could be changing into the seisaku kancho（policy-making body）. This article will have arguments from the point of political science about the structures, the behavioral styles and the futures of Japanese local politics, not based on the passive tatewari gyosei(sectionalism in the central governments) model, but on the active ‘policy-thinkable’ municipal model as an total policy-maker.
