The former plan of city during the Edo Era was formed on the center of the fan of the Mamigasaki river and the river course was made to turn to the north about 350 years ago. A new plan was added to the northeastern corner of the old downtown, where was the abandoned river course of the Mamigasaki. The axes of new city plan succeeded the axes of the former downtown, but a part of new street, the Mishima Street was slightly bent. The author examined the reason why the street was partly deformed and got two ideas. One is to aim at the hill of landmark and the one is to avoid the water ditch course along the one of former river channels. Later the landmark hill might be used as the back ground scenery of the center house of Teacher's college at the end of the street. The recent public engineering cut the hill side and damaged the scenery at the back of the college house. A new concept that the engineering work is to be gentle for landscape is becoming to be accepted as the public interest.
