In June 2006, the newly established Human Rights Council began its role in the UN's system. The Human Rights Council was established by the General Assembly Resolution, A/RES/60/251, replacing the Commission of Human Rights.　The Commission of Human Rights had played a central role as the UN human rights body from the outset of the UN. This UN organ had elaborated many international human rights standards, such as the Universal Declaration of Human Rights and two International Covenants. However, after the end of the cold war, this UN organ had been criticized for its selectivity and inefficiency.　This newly established Human Rights Council consists of 47 States, elected by the General Assembly. The Human Rights Council will continue most of the task of Commission of Human Rights. In addition, the Human Rights Council will consider the human rights situation of UN member States. This innovative function, the universal periodic review, will be elaborated by the Human Rights Council.
