In this paper I will mention about the comparison of the EU and Japan on the problem of their immigrant workers. On the one hand, it is this problem that promotes 'g1obalization of people' and makes nation states borderless. Thus, it has a possibility of reducing nation powers. We canregard it as a Step onto 'supranationalism.' On the other hand, we can regard this problem, contrarily, as a fetters against 'Supranationalism.' For it may become the last ford that a nation state settles for the sake of keeping nation power as we will see later in the problem of 'immigrants from the out-of―boundary of EU.' Therefore, 'the problem of foreign workers' is the very issue that may dominate the future of 'supranationalism.' In thefollowing section I will analyze the problem of foreign workers in EU, and show that it comes to be fetters against supranationalism in the beginning. Next, I will analyze the problem of Japan's guest workers in the backgroundOf ASEAN or East Asia, and show that it appears to be a pressure towards globalization or supranationalism. Finally I will make it clear what we can find from the comparison of foreign worker problems in the EU and in Japan.
