There has been a marked change from the command and control approachto water resources management which centered on dam construction.If a mechanism which can trade water freely among users can bebuilt, it is cheap and it is possible to transfer and use water without dependingon dam development and its accompanying huge fiscal expenditure. In recognition of this, the water trading market has developed in theUnited States, Australia, and other countries. Although the water tradingmarket of Australia serves as the world’s largest, Australia is still undergoing various reforms.In this paper, we undertook comparative research between waterrights of Australia and Japan, and consider the appropriateness for fixinga water trading market to Japan.Consequently, the three following subjects became clear: (1) Establishment of the water law which enables water trading marketand new water resources management based on the principle ofecologically sustainable development.(2) Construction of an electronic registration system and settlement of accountssystem for supporting an efficient water trading market,namely foundation of the “Internet Water Trading Market”.(3) Unification and reorganization of water resources management administrationsystem which takes the responsibility of both sides of preservation and development.
