障害福祉サービス事業所等(以下、支援事業所と言う。)へのヒアリング調査を通して、就労移行を促進する要因について分析すると共に、先行調査における支援事業所の活動実態の検討を通じて、就労に結びつきにくい要因について抽出すること、そしてこれらを踏まえ、精神障害のある人たちが利用する支援事業所における機能と課題を提示することを目的とした。結果、内的要因である支援事業所が抱える諸要因が就労に結びつかない状況を示していたが、これは制度との関連要因及び外的要因とも関連しあっていた。今後の課題としては、制度上の支援事業所の機能の再編成と横の連携体制の構築、及び中核的役割を担う機関の機能強化を図ることが重要である。

We aimed at analyzing factors promoting employment transition through the hearing investigation of Disabled Person Welfare Service offices etc. (hereinafter called support offices), at extracting factors contributed to the lack of employment through examining the precious research in support offices' activities, and in light of these things, at suggesting functions and challenges of support offices people with mental disabilities use.As a result, the lack of employment was caused by inner factors of support offices, which was also associated with relevant factors of the system and external factors. As the challenges of the future, reorganizing system functions of support offices, structuring the horizontal collaboration system, and strengthening of functions of organizations playing the central role are important.
