- A Sociological Study of the Public Housing Estates in Singapore : With a Focus on Singapore Improvement Trust

The aims of this sociological study is to examinethe social process to realize theunprecedented society where more than eightypercent of the population must live in publichousing estates under the public housing authorityof the Housing and DevelopmentBoard (HDB) in Singapore, and to explore theinteraction between the nation and the state.Interaction and struggle have existed betweenthe housing authority and the estate residents,and this has had a direct relation on nationbuildingin Singapore. As the first step forward,this paper focuses on the public housing estatesdeveloped by Singapore Improvement Trust(SIT), which was the predecessor of HDB andoperating from 1927 to 1960.An examination of earlier research on SITreveals that no sociological studies have beenconducted on SIT, but there was a study donein the field of public administration that comparedSIT and HDB, with the formulationthat SIT was inferior to HDB, an organizationthat has contributed to the nation-building andsuccess of Singapore. This formulation is sameas the one created by HDB, and has becomeabsolute in a society where most of the populationmust live in estates under HDB.However, the fieldwork undertaken by theauthor on the SIT flats that remain reveals thatthey continue to serve as very good housingand are excellent places to reside. Some literatureon the SIT flats demolished by HDB alsoindicate that they were very good to live in.Many Singaporeans also express concern aboutthe housing, and some interesting movementsare occurring there now.To grasp the work of SIT it is necessary tomaintain a distance from the absolute formulation and exami n e i t in d e ta i l u s ingcontemporary materials of those days when thehousing estates were being developed by SIT.This will help examine the process of developingpublic housing estates in Singapore andtake a step forward in the sociological study ofthe interaction between the nation and thestate.
