The purpose of this investigation is to analyze the formation of intergovernmental relationship at the Fund for the Improvement of Postsecondary Education (FIPSE) in the U.S.A , through the examination of the enactment process of the Education Amendments of 1972. Previous studies have examined the outline and formation process of section 1202 of Education Amendment of 1972. However, these studies have not focused on the formation of intergovernmental relationship between the FIPSE and 1202 state commission. Then, the obtained results are as follows; (1) Section 404 (b) was set at the committee of conference for the first time. (2) The role of section 1202 state commission was defined as planning statewide postsecondary education system, and administering federal program under section 1203 or Title X of Education Amendments of 1972 through the committee of conference.
