This paper examines and compares the current state of, and issues concerning, top high schools in Japan and Singapore, based on interviews with managerial staff and questionnaire survey data gathered from students. The main findings of the study are summarized below. First, it is shown that a majority of students from top high schools in both Japan and Singapore come from well-to-do families with parents holding high educational qualifications, and that top Japanese high schools raise their students' awareness of, and encourage them to contribute to the betterment of, society implicitly, while in Singapore such encouragement is very much explicit. Nevertheless, it was found that the percentage of Singaporean students who responded that they want to become leaders of their country or of society in the future lies within a range not significantly higher than their Japanese counterparts, who fared lower, revealing that both Japanese and Singaporean institutions are not entirely effective in this regard. In addition, it is pointed out in this paper that students who wish to become future leaders of their countries or societies may not coincide with those who consider themselves "elites."
