The aim of this paper is to analyze the adapting strategies of school organizations to the change of macrosocial environment. In 1990's, the high school system has lost its function to give all students immediate transition to work after graduation. Many previous studies discuss this issue as 'kousotsu-mugyosha'. They analyzed the change of the function of school as a meritocratic system and the result of that, the change of the output. But they lack the perspective to see school organizations and its function after the change. The change of macro-social environment has not affected in the same way to every school. Schools are not only affected by the change of the social environment, but also adapting to the change and change themselves to fit the environment. Some schools still have the function to let the almost every student into immediate transition, and some couldn't maintain that function. Following this differences, there are differences of the adapting strategies of school as organizations. This study answers the question from the case studies of two commercial high schools in the metropolitan area.\ First, I draw the present figure of each school, and then, I analyze the differences in the strategies of two schools.
