2003年3月の米国主導によるイラク戦争において、ノルウェーはその支持不支持をめぐって葛藤ののちに不支持を表明したにもかかわらず、イラクに軍隊を派遣する決定を行った。しかしその派遣の種類は人道支援で、ノルウェー軍の武器の使用に関しては正当防衛のみという厳格なものとなった。本稿では、イラクのケースの政策決定過程について、閣僚をはじめ官僚、政党、議会、また世論の動向について分析し、当時のボンデヴィク政権が直面した対米関係と自国の平和主義の間でのジレンマについて検証し、さらに今後の研究課題として、ノルウェーの海外派遣において重要と考えられる論点について提示する。

In 2003, Norway, which is an ally of NATO, sent troops to Iraq although the government did not support the US-led war against Iraq. However, the Norwegian troops were imposed strict Rules of Engagement (RoE) which only allowed self-defense. This paper shows and analyzes the trends of the political actors such as ministers, bureaucrats, parties and public opinions at the time when the decisions were made, and the arguments done by these actors in the Parliament at the time, in order to present the dilemma faced by the Bondevik＇sgovernment between the US relations and the pacifist norms. This paper also gives some points of arguments on Norway＇s dispatch overseas as the implication for the future research.
