The Development of Chinese economy has generated the local income gap especially between the coastal zones and the inland districts. The one of the main reasons why this gap has grown year by year is not only the unequal distribution of the transport infrastructure but also the scarcity of the transport network. The purpose of this research paper is to find the future rational logistics policy which can be integrated with the development of Chinese Economy. This paper at first depicts the nationwide policy of hard and soft transport infrastructure building from the view point of external and internal logistics strategy. Then it analyzes the fusion of these two kinds of logistics strategy by means of intermodal transport system.
