Edmund Morel, the first Engineer-in-chief of the Imperial Railways of Japan, also engaged in Labuan of North Borneo from December of 1865. He was employed as a manager and engineer by the China Steamship and Labuan Coal Company, for the construction of the railway between Victoria Harbour and Coal Point in the northern island. The Company, however, could not afford the cost and was unable to recruit the workers for constructing. In this paper I attempt to trace Morel's engineering practice in Labuan, using the Colonial Office Paper in the National Archives. During his period of employment, Thomas Fitzgerald Callaghan and John Pope Hennessy served as Governor of Labuan. Callaghan always mentioned Morel by name in his Reports to the Colonial Office, but Hennessy never did. I show the reason why they contrasted in their relationship with Morel.
