本稿は、 ネットワークガバナンスと現実社会のガバナンスとの関係を明らかにしようとしたものである。 最初に、 ローカルネットワークと地域社会の関係について、 筆者の実証研究を紹介し、 その概要を示した。 次に、 価値観、 現実社会、 情報交換という要素の関係を整理するために、 これらのカテゴリーに関する先行研究を示した。 本稿は、 ICTにおけるソーシャルキャピタルと公共ガバナンスに関する理論についても敷衍し、 さらに、 情報システムにおけるプラットフォームの重要性を紹介した。 最後に、 OECDや世界銀行などの事例と対比しながら、 日本におけるE-ガバナンス政策の特徴を示した。 サービスの効率化だけではなく、 サービスの質の向上に加えて、 参加や民主主義にどのように寄与するかも重要な視点である。 さらに、 縦割り行政の排除、 情報フォーマットの統一化などの前提がなければ、 ICT政策が十分に機能しないことを示した。\\nThis paper intended to clarify about the interaction between "e" and real governance. The result of the review of local network analysis for the relation of local resident's real network was firstly showed. Next, pre research was showed about the category of social media in order to make the relation clear among value, real life and information exchange. This paper also refers the discourse of the social capital and public governance in ICT. In addition to that the importance of "platform" of information system was stressed. Finally Japanese E-governance policy was surveyed by referring OECD, World Bank and some influential cases. Problems such as unification of information format and government fragmented structure were pointed as the problem for proceeding the E-governance policy. Finally some policy suggestions which appeared from this survey were proposed.
