抄録

Problems of defective houses have been raised explicitly since the last half of 1970s and paid attention as one of the serious social problems. For the solution of the problems, countermeasures have been taken by the construction industry and government agencies, but they are only the measures of symptomatic treatment and still quite inadequate. Especially, the establishment of a remedy system of consumer's damage is strongly desired. In this study, the actual state and problems of damage remedy were investigated for the inhabitants of defective houses. As the result, it is found : 1 present responses of constructors and government agencies, activities of dispute settlement organizations and actions against the damage which has already arised are quite inadequate and the damages can never be remedied systematically; and 2 such a failure of the damage remedy system leads to an increase and intensification of the damage and becomes resultantly a factor of expanding the damage.
