Government document control issues drawing people’s attention nowadays remind us of ringi\nsystem (ringi-sei)problems in Japanese organizations. This paper examines the implications of\nresearch history of ringi system in business and public administration after World War II in\nJapan. In comparisons and contrasts of Kiyoaki Tsuji’s and Seiichi Inoue’s explanations of ringi\nsystem in public administration, the discontinuity between their signature snapshot studies\ndiscussed in reference to organized investigation of it in business administration.
